What Is the Difference Between Live Content Blocking and Web Filtering, and Which Is Safer for Children?

"Content filter," "web filter," "parental control app" — most parents use these terms interchangeably. In practice they can mean two very different technologies, and the difference between them decides whether harmful content actually gets stopped or just quietly gets past the tool that was supposed to catch it.

The short answer

Web filtering blocks access to specific websites. Live content blocking reads what's actually appearing on the screen, in real time, inside any app. For where children run into harmful content today, mostly inside the apps they already use every day, live content blocking closes a gap that web filtering was never built to cover.

What is web filtering?

Web filtering is the older, more familiar technology. It works by checking the address of a website (its domain or URL) against a list of blocked or allowed sites, then permitting or blocking the connection before the page loads. It's usually applied at the router, the device's network settings, or inside a browser.

What is live content blocking?

Live content blocking works differently: instead of checking where a connection is going, it reads the text and images that actually appear on the screen, live, regardless of which app they're in or how they got there. Why this matters more than it used to

According to Ofcom's 2026 Children's Online Experiences research, 73% of 11-17 year-olds in the UK saw potentially harmful content online within a four-week period, and it arrived overwhelmingly through recommendation feeds rather than deliberate searching: 35% encountered it while scrolling, compared with just 1% who searched for it. The platforms named most often were TikTok, YouTube, Instagram and Snapchat.

None of that happens on a "bad website" a web filter would catch. It happens inside apps that are on almost every child's phone by default, and that few parents would want to block outright.
